To help entrepreneurs in the Moscow region, the state program “Entrepreneurship of the Moscow Region” for 2017-2021 has been launched.
The purpose of the program:
Achieving sustained high rates of economic growth, ensuring an increase in the standard of living of the inhabitants of the Moscow region.

In the Passport of the program it is described in detail what indicators characterizing economic development should be achieved in each year. There are also detailed instructions on how these indicators are calculated. If some of the planned results for the year are not achieved, then next year the program of measures and the allocation of budgets will be adjusted to catch up. Therefore, measures to support entrepreneurship may change from year to year.
According to the plans of the Moscow Region Government, thanks to the implementation of the Program, the investment climate in the Moscow Region should improve, the number of jobs will increase significantly, the average wage will grow, and the employment structure will change qualitatively.
Based on the problems of industrial development, the program “Entrepreneurship of the Moscow Region” was divided into seven subprograms. Each of them has specific objectives, developed targets and budgets
The subprogram is aimed at the development of enterprises in the real sector of the economy, industrial parks, technology parks, industrial sites.

Within the framework of the Subprogram, it is planned to simplify the access of small and medium-sized businesses to the public procurement system under Federal Law No. 223-FZ, to monitor and control procurement for the participation of small and medium-sized businesses. Other measures will be implemented to promote the development of competition in the Moscow region.

The subprogram is aimed at ensuring the effective implementation of the powers of the Ministry of Investments and Innovations of the Moscow Region, the Committee on Competition Policy of the Moscow Region, the Ministry of Consumer Market and Services of the Moscow Region, the Ministry of Social Development of the Moscow Region and the functioning of subordinate institutions.
