To help entrepreneurs in the Moscow region, the state program “Entrepreneurship of the Moscow Region” for 2017-2021 has been launched.

The purpose of the program:

Achieving sustained high rates of economic growth, ensuring an increase in the standard of living of the inhabitants of the Moscow region.

In the Passport of the program it is described in detail what indicators characterizing economic development should be achieved in each year. There are also detailed instructions on how these indicators are calculated. If some of the planned results for the year are not achieved, then next year the program of measures and the allocation of budgets will be adjusted to catch up. Therefore, measures to support entrepreneurship may change from year to year.

According to the plans of the Moscow Region Government, thanks to the implementation of the Program, the investment climate in the Moscow Region should improve, the number of jobs will increase significantly, the average wage will grow, and the employment structure will change qualitatively.

IN THE PROGRAM ARE PRESENT OF DEVELOPMENT OF THE INDUSTRY OF THE MOSCOW REGION:

- Moral and physical of fixed assets and low rates of their renewal.
- High interest for the technical re-equipment and modernization of existing industrial organizations.
- Insufficiently developed for the creation of industrial clusters and industrial parks, including for the placement of high-tech innovative industries.
- Shortage for manning production.

THE PROGRAM CONSISTS OF

Based on the problems of industrial development, the program “Entrepreneurship of the Moscow Region” was divided into seven subprograms. Each of them has specific objectives, developed targets and budgets

  • 1. "Investments in the Moscow region"

The subprogram is aimed at the development of enterprises in the real sector of the economy, industrial parks, technology parks, industrial sites.

Under the Subprogram, it is necessary to achieve macro indicators:

  • an increase in the volume of investment in fixed assets in the whole Moscow region;
  • growth in real wages compared to 2011;
  • the proportion of the number of highly skilled workers in the total number of skilled workers;
  • labor productivity index relative to the level of 2011;
  • the ratio of the average salary of researchers to the average salary in the Moscow region;
  • the ratio of the average salary of researchers to the average monthly income from work in the Moscow region;
  • the ratio of the volume of investments in fixed assets to the gross regional product;
  • the growth of the gross regional product (GRP) in 2018 by 1.3 times compared to 2011;
    increase in high-performance jobs.
  • 2. "Development of competition in the Moscow region"

Within the framework of the Subprogram, it is planned to simplify the access of small and medium-sized businesses to the public procurement system under Federal Law No. 223-FZ, to monitor and control procurement for the participation of small and medium-sized businesses. Other measures will be implemented to promote the development of competition in the Moscow region.

Under the Subprogram, it is necessary to achieve macro indicators:

  • the proportion of substantiated, partially substantiated complaints to the Federal Antimonopoly Service (FAS Russia) (of the total number of published trades);
  • the share of failed trades of the total number of announced trades;
  • the share of total cash savings of the total amount of announced trades.
  • 3. "Development of small and medium-sized businesses in the Moscow region"

Priority areas Subprograms:

  • development of infrastructure to support small and medium-sized businesses;
  • support of small and medium-sized businesses that implement programs for the modernization of production in the field of manufacturing, transport and communications, agriculture, health care and the provision of social services, education;
  • support for high-tech and innovative companies engaged in technological innovation;
  • support social entrepreneurship.

Under the Subprogram, it is necessary to achieve macro indicators:

  • turnover of small and medium-sized businesses in constant prices in relation to 2014;
  • turnover per employee of a small and medium-sized business in constant prices in relation to the indicator of 2014;
  • the “fertility rate” of small and medium-sized businesses (the number of small and medium-sized enterprises created in the reporting period per 1000 operating at the date of the end of the reporting period of small and medium-sized enterprises);
  • the number of small and medium-sized businesses (including individual entrepreneurs) per 1000 people;
  • the number of newly created small and medium businesses;
  • the share of exports of small and medium enterprises in the total exports of enterprises of the Moscow region.
  • 4. "Development of the consumer market and services in the Moscow Region"

Within the framework of the Subprogram, the following indicators must be achieved:

  • provision of the population of the Moscow region with the area of ​​shopping facilities;
  • the number of retail markets located in capital buildings (structures), as well as shopping facilities of other formats formed as a result of the reconstruction of retail markets;
  • provision of the population of the Moscow region with public catering enterprises;
  • provision of the population of the Moscow region with public service enterprises;
  • the number of sauna facilities introduced under the program “100 Saunas of the Moscow Region”;
  • the share of municipal districts and urban districts of the Moscow region, on the territory of which a municipal state institution in the sphere of burial and funeral business was established (according to the principle 1 municipal district / urban district – 1 municipal state institution).
  • 5. "Promotion of employment"

Within the framework of the Subprogram, the following indicators must be achieved:

  • registered unemployment rate.

  • 6. "Development of labor resources and labor protection"

Within the framework of the Subprogram, the following indicators must be achieved:

  • provision of social guarantees for employees of the Moscow Region;
  • reduction of occupational injuries;
  • improving working conditions.
  • 7. "Providing subprogram"

The subprogram is aimed at ensuring the effective implementation of the powers of the Ministry of Investments and Innovations of the Moscow Region, the Committee on Competition Policy of the Moscow Region, the Ministry of Consumer Market and Services of the Moscow Region, the Ministry of Social Development of the Moscow Region and the functioning of subordinate institutions.
